1. Unlawful Manufacturing, Importing, Exporting or Trafficking (i.e. cocaine, heroin, marijuana, ecstasy, etc.

1. Base offense level 43 down to 38
   1. 38 is the base offense levels for the following drugs and quantities:
      1. Heroin is 30 kilograms or more
      2. Cocaine is 150 kilograms or more
      3. Cocaine base is 1.5 kilograms
      4. PCP is 30 kilograms or more
      5. Methamphetamine is 30 kilograms or more
      6. Marihuana is 30,000 kilograms or more
         1. In a Marihuana grow house case, each plant is considered the equivalent of 100 grams of Marihuana, unless the actual weight is more.
      
      
   2. 36 is the base offense level for the following drugs and quantities:
      1. Heroin is 10 kilograms or more
      2. Cocaine is at least 50 kilograms but less than 150
      3. Cocaine base is 500 grams to 1.5 kilograms
      4. PCP is 10 kilograms to 30 kilograms
      5. Methamphetamine is 5 kilograms to 15 kilograms
      6. Marihuana is 10,000 to 30,000 kilograms

This is an example of the decrease in the base offense level based on the amount of drugs charged in the indictment. The base level goes all the way down to a 6.
